Penelitian ini melihat bagaimana TQM diterapkan secara proporsional. Adanya perpaduan antara sistem formal dan kedekatan personal yang hangat di PAUD pedesaan serta dampaknya terhadap kesejahteraan psikologis anak. Menggunakan pendekatan kualitatif studi kasus komparatif di TK (formal) dan KB (non-formal) Kabupaten Malang, data dikumpulkan lewat wawancara mendalam, observasi partisipatif, dan analisis dokumen. Temuan menunjukkan kedua lembaga memiliki mekanisme formal seperti rapat rutin dan komite namun berada pada titik berbeda dalam spektrum formalitas. TK mengembangkan struktur kompleks untuk kesiapan akademik, sementara KB mengandalkan kedekatan relasional yang berakar pada nilai kekeluargaan pedesaan. Kesejahteraan psikologis anak terbangun melalui dua jalur: prediktabilitas sistem di TK, dan kehangatan emosional di KB. Secara teoretis, penelitian ini menawarkan konsep TQM Proporsional yang menekankan keselarasan antara tingkat formalitas, tahap perkembangan anak, dan modal sosial setempat. Penelitian menyimpulkan bahwa implementasi TQM yang baik bukanlah soal prosedur kaku, melainkan menemukan ritme yang cocok dengan konteks.
