Supervisi dilakukan untuk mengembangkan mutu pendidikan yang lebih baik. Meskipun demikian, pelaksanaan supervisi masih mengalami berbagai kendala. Oleh karena itu, artikel bertujuan untuk memberikan gambaran komparasi pelaksanaan supervisi di dua negara maju yakni Finlandia dan Cina. Penelitian ini menggunakan metode studi literatur yang dilakukan melalui beberapa proses. Pendekatan ini dipilih karena ingin memberikan gambaran mengenai strategi yang tepat untuk guru. teknik analisis data yang digunakan dalam penelitian ini menggunakan analisis tematik yang berusaha untuk memunculkan tema dari data yang diperoleh. Hasil penelitian ini menunjukkan bahwa tujuan supervisi, supervisor, strategi pelaksanaan, dan hasil akhir supervisi di negara Finlandia dan Cina memiliki perbedaan. Perbedaan yang paling mendasar adalah pada tujuan dan strategi pelaksanaan. Implikasi hasil penelitian ini dapat digunakan oleh pemangku kebijakan pendidikan untuk melakukan supervisi guru dengan mempertimbangkan setiap hasil penelitian ini.
